STANDING ORDER NO.1/2026 OF THE CHIEF MINISTER, DATED: 29.07.2026
Under sub-rule (4) of rule 35 of the Tamil Nadu Government Business Rules, 1978, and in supersession of the Standing Orders issued during the period from 2022 to 2025 and Standing Order No. 7, dated 09.01.2026, the Hon'ble Chief Minister of Tamil Nadu hereby directs as follows:-
1. APPROVAL OF PANEL:-
(1) Files relating to the approval of both temporary and regular panels, for promotion or appointment to higher posts relating to officers of the level of Heads of Department and one level below the Heads of Department, District Revenue Officers and Additional Secretaries / Joint Secretaries / Deputy Secretaries to Government need to be circulated to the Chief Minister.
(2) Files relating to the approval of both temporary and regular panels for promotion or appointment to higher posts relating to all other State Service Officers, circulation up to Minister Concerned may be obtained if there is no disagreement. If there is disagreement between the administrative department and the Human Resources Management and Finance Departments, in such cases files may be circulated up to Minister for Human Resources Management.
(3) Files relating to promotion to the State Service Officers which are not strictly in accordance with seniority should be circulated to the Chief Minister through the Minister concerned with the recommendation of the Committee consisting of Chief Secretary, Secretary, Human Resources Management Department and the Secretary of the Administrative Department concerned.
(4) In respect of Welfare of Differently Abled Persons Department, files relating to officers other than Heads of Department and Second level. Officers regarding drawal of panel shall be disposed of by the Minister for Social Welfare and Women Empowerment.
(5) In respect of Municipal Administration and Water Supply Department, establishment matters in respect of posts from pay level 22 to 25 including panel approval, who were included in the regular panel (Example: Assistant Commissioners in Corporations and Assistant Executive Engineer to Executive Engineer level officers) in respect of Urban Local Bodies and the posts of Sanitary Officer alone in pay levels 12 and 15, who were included in the regular panel for which the Government is the appointing authority as per the Tamil Nadu Urban Local Bodies Rules, 2023 shall be disposed of by the Minister for School Education, Tamil Development, Information and Publicity.
